Annual Monitoring Report (AMR) 2010
This is Wychavon District Council’s (WDC) sixth Annual
Monitoring Report (AMR) and forms a critical part of the
Local Development Framework (LDF).
Under the Planning and Compulsory Purchase Act 2004 it is a
statutory requirement to produce an AMR on an annual basis as part
of the ‘plan, monitor and manage’ process. In accordance with this,
an AMR will be produced every December and submitted to the West
Midlands Government Office by the 31st December.
This year the AMR reports on the on the performance of policies
from 1st April 2009 – 31st March 2010 and considers policies set
out in the Wychavon District Council Local Plan (adopted June
2006), as this is the plan that held the most weight during the
monitoring period. The document assesses:
- (a) the progress against Local Development Scheme (LDS)
milestones; and
- (b) the extent to which policies in Local Development Documents
are being successfully implemented.
The Document is an essential tool for highlighting the
performance of policies and identifying whether they are delivering
sustainable development and having the positive and intended
effect. Where policies are not being implemented effectively steps
can be put in place to improve implementation and amend or replace
policies.
The five year housing land supply requirements are also
included in the 2010 AMR.
