South Worcestershire Housing Land Study (Includes 5 year Housing Land Supply)

This document is the principal information source for annual housing developments within Malvern Hills District, Worcester City and Wychavon District. It also provides figures for regional monitoring and national government returns such as the National Land Use Database. The study has been designed so that the reader can compare and contrast tables, graphs and analysis across all three South Worcestershire authorities. Furthermore, the document has been designed to take account of Malvern Hills District’s, Worcester City’s and Wychavon District’s role in preparing the joint South Worcestershire Development Plan.

The South Worcestershire Housing Land Study contains analysis of the housing land situation at 1st April 2011 in terms of both allocated and windfall housing sites. This study examines the trend in housing completions, progress in the provision of affordable housing and the contributions towards the supply of housing on previously developed land and buildings. Additional information such as the size of dwellings, density, and previous use, may be obtained from each of the individual authorities. The study examines Malvern Hills District, the City of Worcester and Wychavon District’s supply of available and deliverable housing land. Finally, the monitor also contributes to regional assessments of housing supply and the emerging South Worcestershire Development Plan (SWDP).

The status of each site is obtained from individual site checks carried out annually by planning officers.

South Worcestershire Employment Land Monitor

This document is the principle source of information for economic development within Wychavon District each year and contributes to the District Council’s primary monitoring document, the Annual Monitoring Report, published in December each year. It also provides figures for regional monitoring and national government returns such as the National Land Use Database. This document replaces the previous Wychavon District Employment Land Availability (ELA) studies.

The study has been designed so that you can compare and contrast tables, graphs and analysis across all three South Worcestershire authorities. Furthermore, the document has been designed to take account of Malvern Hills District’s, Worcester City’s and Wychavon District’s role in preparing the joint South Worcestershire development plans.

The South Worcestershire Employment Land Monitor (ELM) outlines the employment land position for South Worcestershire and covers the period from 1st April 1996 to 31st March 2010.  The final report details individual employment sites with the benefit of planning permission that have been constructed since April 1996, are under construction or remain outstanding. The status of each site is obtained from individual site checks carried out by planning officers in April of each year.

The results of this study form part of a regular assessment of the availability of employment land in South Worcestershire and are used to monitor progress towards meeting the employment land allocation for Malvern Hills District, Worcester City and Wychavon District. The monitor also contributes to regional assessments of housing supply and the emerging South Worcestershire Development Plan (SWDP).

Employment Sites are those sites that fall within Class B of the Use Classes Order and are defined as Class B1 – Business (including offices not within Class A2, research and development, studios, laboratories, hi technology uses and light industry); Class B2 – General industry; and Class B8 – Storage or Distribution (wholesale warehouses, repositories).

Strategic Housing Land Availability Assessment

Jointly produced by Malvern Hills District Council, Worcester City Council and Wychavon District Council, May 2011

The Strategic Housing Land Availability Assessment (SHLAA) is a joint report produced by the three South Worcestershire Local Authorities of Malvern Hills District Council, Worcester City Council and Wychavon District Council. This report is a further update on the SHLAA sites submitted since the last SHLAA document was published in June and October 2008 and subsequently the last update published in January 2010. This report is an abridged version and needs to be read in conjunction with the last update for a full explanation of the SHLAA process (Second Edition: January 2010). It is intended that a full update will be provided in 2012.

The SHLAA report provides background evidence on the potential supply of housing land in South Worcestershire. It is a technical report and is not a decision or policy making document. It does not allocate land for housing. It is a technical background study of potential sites for housing. It provides a database of possible sites for development, an assessment of their development potential and deliverability to inform later potential housing site allocations. The document has provided background information to the South Worcestershire Development Plan and the Site Allocations Development Plan. The SHLAA will help to inform the selection of appropriate housing allocations which will be subject to public consultation during the preparation of the South Worcestershire Development Plan.

A hard copy of the SHLAA report is available for reference in Customer Service Centres in Worcester, Droitwich Spa, Evesham, Pershore, Malvern, Tenbury Wells and Upton-upon-Severn.

Please note that the deadline for site submissions to the SHLAA was the 25th November 2011. Submissions received after this date will not be considered.
