Local Government Resource Review - LGRR
Over the summer, the Government published two consultation
documents. The first, Localising Support for Council Tax,
proposed reforms to the current system of Council Tax
benefits. Under the proposals, councils will be required to
develop local schemes, within broad parameters set by the
Government. But less money will be available to councils
compared to that currently available under the Council Tax Benefits
Scheme. These changes are taking place within the wider
programme of welfare reform and the consultation forms part of the
Local Government Resource Review.
The second consultation paper related to
Proposals for Business Rates Retention. This essentially sets out
changes to the local government finance system whereby councils
would, subject to certain adjustments, retain business rates
income. This will allow more independence from central
government and also incentivise local business growth.
The Executive Board met on 11 October to
consider both sets of Government proposals is some detail.
