Senior Management Team

Wychavon shares a Chief Executive/Managing Director and a joint senior management team with Malvern Hills District Council. Whilst each council retains its own political structures and distinct identities, the joint management structure allows us to maximise the opportunity to deliver a wide range of good value services to our customers and communities, and operate and develop shared services and partnership arrangements with each other and with other councils.

Joint Chief Executive/Managing Director - Jack Hegarty

Head of the Council's paid service and principal policy advisor to the Council. Leading and directing the workforce (circa 220 full time equivalent posts and a net budget of £11m) to achieve the council's aims, priorities and promises. Representing the council as appropriate at a national, regional and local level. Also is Chief Executive of Malvern Hills District Council.

Our Environmental Services and Revenues and Benefits Service are provided jointly with other councils.

A range of professional back-office support services including accountancy, audit, exchequer, IT and business improvement, human resources (HR), organisational development, payroll, procurement, property, risk management, treasury management services, parking services, major projects, land drainage enforcement, flood alleviation and engineering consultancy.

Joint Head of Housing and Planning - Gary Williams

Is responsible for Housing and Planning services including:
Planning Policy, the Local Development Framework and Parish Plans.
Development Management – planning applications, appeals and planning enforcement.
Heritage – conservation and enhancement of the built and natural environments, landscaping, Tree Preservation Orders and bio-diversity.
Corporate Database – Land & Property Gazetteer, Land Charges, Street Naming & Numbering and geographical information systems.
Building Control and dangerous structures.
Housing Services - affordable housing, choice based lettings, housing needs and other housing issues.


Gary Williams

Head of Economy and Communities - Phil Merrick 

Is responsible for many of the "essential" services such as Building consultancy, development management, corporate database team, heritage, policy plans, refuse, recycling, and litter collection and public toilets as well as other services which add significantly to the quality of life such as parks, arts, sports and youth development, economic development, tourism, rural and town regeneration, community development support, environment protection and emergency planning.

Joint Head of Strategy, Democratic and Customer Services

Fiona Narburgh

Provides council wide direction and strategy. My teams cover strategy and communications, councillor support and customer services. Activities include managing the council’s performance against our priorities and promises; supporting our councillors in their council and community roles and making sure residents receive excellent customer service through our contact centres and website. Fiona also manages the elections team, community safety and the rural communities programme.
