A public inquiry is taking place in relation to a planning appeal for ‘Planning application for the demolition of existing farmhouse, agricultural buildings and structures, the erection of a phased development of up to 300 residential dwellings (Use Class C3) and associated public open space, drainage, infrastructure and engineering works with all matters reserved except access’. This is an appeal against the non-determination of the application and the putative reasons for refusal put forward by the Council.

About the public inquiry 

An inspector has been appointed by the Secretary of State and the appeal will be heard by way of a public inquiry. The Inquiry is to be held Virtually only on the following sitting days (5-7 Nov, 12-14 Nov, 18-20 Nov and if required, closing statement will be heard online at 10.00 on Wednesday 27 Nov). Starting at 13:30 on the 5 November 2024 and resuming at 09:30 on subsequent days.  The inquiry is not expected to sit later than 17:00 on any given day.  There will be no ability for people to attend in person.

The inquiry is being held as a Virtual only and anyone can observe proceedings or to make their views about the application known to the inspector.

Following the Inspector’s opening comments on the first day of the Inquiry, the main parties will be invited to make their opening statements.  Interested parties will then be given the opportunity to speak, although there may be scope for some flexibility if someone has difficulties that prevent them from speaking on day one.

will try to accommodate individuals at the Council Offices to follow the progress of the Inquiry, however individuals must notify the Council 5 days before the opening of the Inquiry.  This provision is made at the discretion of the Council and we reserve the right to limit spaces depending on the interest we receive, as room is limited.

Case Management Conference

On 10 September 2024 the Planning Inspector appointed to hear this appeal on behalf of the Secretary of State held a case management conference with the representatives for the Council and the Appellant which took place virtually. No discussion took place on merits of the respective parties cases and no evidence was heard or submitted. The purpose of the conference was to set out a clear indication of the ongoing management of the appeals and the presentation of the evidence so that the forthcoming inquiry is conducted in the most efficient and effective manner.
