The South Worcestershire Councils (SWCs) i.e Malvern Hills, Worcester and Wychavon started a review of the South Worcestershire Development Plan (SWDP) in late 2017. This is in line with new Government requirements that local plans should be updated every five years, and therefore a revised SWDP is required by 2021. The review will provide an updated plan period to the year 2041.

Further to the ‘Call for Sites’ exercises carried out in May and July 2018 and as part of the SWDP Review Issues and Options consultation in November and December 2018, and in support of the draft allocations made in the SWDP Review Preferred Options, detailed assessments have been carried out on all sites submitted.

SHELAA Report – First Edition

Further to consultation on the Methodology and the Call for Sites exercises carried out in 2018, the first edition of the Strategic Housing and Employment Land Availability Assessment (SHELAA) has been published by the SWCs.

Call for Sites

At this stage, no specific land is being suggested by the south Worcestershire Councils for future housing and employment uses. However, the Councils will need to identify specific sites in the future. To that end, a ‘Call for Sites’ was carried out between May and July 2018 and as part of the SWDPR Issues and Options consultation in November and December 2018, to ask landowners to put forward land they have that they wish to make available for future development. The SWCs accepted submissions received throughout the SWDP Review process up until midnight on Sunday 6 September 2020. If you wish to submit a site for consideration in the future we will keep the details on file until we undertake the next ‘Call for Site’ exercise and it will then feature in a future edition of the SHELAA.

SHELAA Methodology

Local Authorities are required to identify potential land for housing and employment uses, as part of the evidence gathering for the production of Local Plans. The SWC published their most up to date Strategic Housing Land Availability Assessment (SHLAA) in April 2015, to inform the current adopted SWDP housing allocations. It has been necessary to make a number of minor refinements to the methodology to ensure the latest land availability assessments reflect the most up to date Government guidance, and also to include an assessment of employment land potential. Hence, the latest work in progress to inform the SWDP Review is land identification and assessment for a Strategic Housing and Employment Land Availability Assessment (SHELAA).
